Every mastermind supervillain needs his hidden base. Even some superhero groups (and especially motivated individuals) have them.

Of course the work just like any complicated or ‘meta’ concept pegs. Ordinarily, these would be attached to an ‘owner’ like the team’s bankroller or a supporting character, but sometimes they belong to the milieu (such as a base which all players take dice from).

Thus also a new concept: ‘meta’ concept pegs -> a peg that other pegs are hung from -> this simplifies adding ‘depth’ later in the game.

Here is the beginnings of the [advantages list|list of advantages] and [disadvantages list|disadvantages] with the first [milieu deathtrap|Milieu Disadvantage]. Unlike many other point-based systems, the gamemaster will work from a milieu sheet that is much like a persona write-up sheet.
